Not sure I follow you. Is it a violation of they CBA or does the CBA need to be ammended to include this particular item? I would think that if it was a true violation then then a grievance would have been filed. My guess is that it is not addressed in the agreement and therefore not a violation.

Sure, it probably does need to be added the agreement in the world of "if it aint in the contract I aint doing it".

Thank God I do not work in a union environment anymore.
