Orange Line to the Red Line is your best bet for transit for WFC to Bethesda.

As in most of the country, there is very poor suburb-to-suburb transit in the Washington area. WMATA, the only transit agency that might have any real interest in such service, discontinued its last MoCo-Ffx express buses in 2003. As there is no carpool lane on the Beltway, neither is there much of demand for slugging— unless, of course, you go via downtown anyway. But if you have a predictable regular schedule, you could try to arrange a carpool at ZimRide or one of the services listed at http://www.commuterpage.com/carpool.htm .

Consider moving; there is inexpensive housing in Northwest DC if you're willing to take the bus to the Metro, or maybe all the way. I live in Arlington now and often commute to the Wheaton-Glenmont area, but the Red Line and Orange Line are so crowded and unreliable these days that the bus compares well-- only about 15 minutes longer, stops right in front of our building, I can get a seat, and it's $1.50 for the entire trip instead of $5.70.
