Unfortunately, the CAA and the DfT lag way behind everyone else.
Or you could say that they are more safety conscious than others - it is a matter of view, rather than one of fact.

It has been clearly demonstrated that in accident situations people behave strangely - some freeze, others act decisively. Many wait for instruction, and will sit in their seats until death overtakes them.

The fight and flight response does weird things to your brain, it shuts down non-essential functions as it prepares your body to run. It pumps you full of adrenaline so that you do not feel pain as much, it shuts off your hearing and reduces your visual acuity so that you get tunnel vision.

So to overcome this airlines do various things:

a. they point to your nearest exit - a video can more easily be ignored than someone waving their arms in the cabin, motion attracts your attention.

b. If we have an evacuation the crew will shout at you, providing instruction and attempting to overcome the "fight or flight" deafness.

c. The cabin crew are a visual thing for your tunnel vision to latch onto during an evacuation - hence the generally brightly coloured uniforms.

There are many more reasons as to why things are done on aircraft than most passengers know or even consider. The CAA are many things, some are better than others but they are very good when it comes to safety issues. Their thoughts are usually backed up by research and experience. Purely video safety briefs miss out much, the medium itself is less effective than pure human to human communication, as much of it is non verbal.
