But part of the problem is that people don't actively follow the video and don't actively read the safety card. That's why the briefing really needs to be rammed down some passengers' throats. Surely, having a live person showing you has got to have a positive effect on this, when compared to simply showing somone the plan of the aircraft and the position of the doors on that plan.

So I'm really not sure that one could say that the CAA is "lagging". If they're out on a limb (about which I'm equally not sure), I'd rather prefer to think that they're taking a principled stand against complacency. This is really something which ought to be designed to be meticulous - and then improved from that.
