Because it states "originate and terminate", not "originate or terminate".   So,

BNA-SAN-BNA = Good.

SAN-BNA-SAN = Bad.

If I understand you correctly, your proposed trip from the left coast should look something like:

Left coast-BNA/PIT/STL/RDU-Left coast, on one locator.

BNA/PIT/STL/RDU-FRA/LHR/etc, on another locator.
