HKG is indeed efficient in this. USA, due to security reasons, asks you to pick up your luggages and then check them in at transfer counters after you exit immigration (INTL-DOM flights). The good old days of luggage going all the way to destination is long gone.
This is the case for all places for INTL-DOM transits. Passengers need to pick up their luggage, interlined or not, to clear customs. However, US is worse in that they don't even care if you are transiting to another country. You always enter US first.
