I think for INTL-DOM you have to pick up your luggage anyway (and unavoidable), because you clear immigration + custom at your immigration point ....

It is the same for HND flight HKG - (Intl) - HND - (Dom) - CTS at least, my friend has to pick up luggage in the International Terminal, go though custom, then continue for the domestic sector (by dumping the luggage at the transfer desk in JAL terminal). However for DOM - International, it is not needed and the agent can check-though the luggage for CTS - (Dom) - HND - (Intl) - HKG
