No, negative, I cannot think of major airport doing this.
It you are using two carrier and having a transit in hong kong, you should go to the transfer counter with the original luggage tag, hand them to your next airline then they can give you the ticket and retag your luggage to your destination. You do not need to enter hong kong for multi airline transfer.
HKG is indeed efficient in this. USA, due to security reasons, asks you to pick up your luggages and then check them in at transfer counters after you exit immigration (INTL-DOM flights). The good old days of luggage going all the way to destination is long gone.
