The key thing to remember is that all availability, including redemptions, is based on the concept of 'demand to come' which is based on a forecast rather than how many bookings are currently on hand.

If BA are reasonably confident of selling a seat, even if that sale is 1 hour before check in for the flight closes, they will not open availability for redemptions.
