There are a lot of airports around the world that rely on ferrying buses rather than jetways, even to handle large planeloads. Somehow, people survive. In short, geez.
ORD is UAs home airport. Plus they have cut capacity significantly over the years. Yes, people "survive" walking in the rain. But that should not be the standard for a major world-wide airline at their home airport. Whether they are too cheap to pay for additional gates or too lazy to let a flight deplane at a gate and then tow it to another, having tarmac walks at ORD should be an embarrassment to UA.

Yes, I've flown in and out of FRA, and at times had to ride the bus. But FRA is not UA's home airport, nor do they operate hundreds of flight or have their own terminal. Again, no excuse.
