The old terminal (C) at San Jose, recently closed, had a canopy system. After deplaning, pax were under the canopy to the terminal. Didn't look expensive, but yet effective. That airport also had ramps for deplaning, rather than stairs, which I thought were nice as well (in the absence of jetways).
Given the number of days in Chicago with inclement weather, this is a pitiful situation. By contrast, San Jose has relatively few days of rain each year, and very few days of heavy rain, and of course, no snow/ice days.
