I think the rules are for a total of 45 inches, with no single dimension exceeding the 22x18x10 rule. So a 20x16x9 would be OK. Also of all the sizers, they measure only the length and height. No one has ever checked if the bag was fully inside for me so far. As long as your bag goes inside the sizer, you should be OK.
If you think about it, the bags go in the bins most often wheels in. 22 inch bags may stick out and often cause problems with the door closing. The height matters as the bags has to fit in the bin on many types of aircraft. The width is the least important part as you can NOT put any reasonably sized rolling carryon sideways on the narrow end and wheels in, so they take up the width and it is the easiest dimension to manage.

My wife and I each have the B&R 22" Model (Expandable) one red (older) and one green (Newer) - Because of the handle, the Overhead will not close on the newer model (wheels in) about half the time. btw, my american tourister 22 in does not fit in any CRJ and I have to gate check on DL. In the other larger planes, in some, it fits in if put wheels first and if not, it fits in well in the same space
if put in handle first and does not take up any more space than the others. Just a pain to remove at the other end.
