It can, especially when you're traveling alone with the babe. But I'd still hands-down choose the lap fare over the full fare for a child younger than two when traveling with another person. After my boy was 18 or 20 months, I couldn't physically handle an international flight alone with him, but when his father traveled as well it was readily doable. And a shorter flight of an hour or two was fine for me alone.
