Can you just book the tickets online, then contact AC's customer service and ask them to put the tickets on hold?
And if EB says that the points are less than 100%? Can I just cancel the tickets and try again?

On aircanada.com, when making a booking, look at the "Review Flight Details" page, on the far right it will show you the booking class for each segment (says something like "Tango Plus M" or "Tang Plus H", that letter is the actual booking class. No need to even complete the booking.
