I would assume this would occur at the gate. After all PAX declined a paid upgrade. Like I said, too complicated.

Oh, not hoping on a future flight...just thinking "outloud". I'm one of those frequent, but not frequent enough PAX. I usually fly 30,000 MQM's a year, but based on our company's travel restrictions. I'm forced to fly the cheapest fare and airline. My time is split between CO and DL and my hotel stays between Hilton and Marriott.
