Fonda is a great place with a more upscale atmosphere -- my wife chose it for one of our first dates. (...and I kissed her for the first time after a few of their cocktails, but that's a story for mabo.)

I personally love Junkadelic for happy hour because it is exactly the opposite: run-down, cheerful and very cheap (especially frozen margaritas). It's more like a college town joint.

However, I nearly drowned myself in Taco Bell yesterday in Saipan, so I might not be the best person to ask about this.
