Of "Who" going on the tarmac?
To meet an incoming medical aircraft. Hmm, is it possible the aircraft and its passengers were screened before taking off?
Ambulance meeting the aircraft. Are you under the impression that the ambulance and its personnel were not screened prior to entry to the AOA, or that they were not under escort by an authorized escort official? Or even that those personnel were not subject to a background check prior to being allowed entry to an airports AOA/SIDA?
Your making quite a few assumptions here Scuba without supporting them. Which was the original issue I had with you calling "BS" on my comments if you remember. Go back to the CFR's I provided, the reading is a bit heavy but I'm fairly sure that you can get through it. When you find something that supports your assumptions please feel free to bring it to our attention.
