Yes, you can buy a SIM at MAN without probems. IIRC there is a vending machine dedicated to the task. The best option though is for her to restrain herself until she gets into the city itself where she will have a host of option that avoid airport pricing.

No problem getting pre-paid SIMS easily and cheaply in the UK. Unlike North America, a prepaid SIM purchased in the UK will not expire (I think) as long as there is credit on it. So she can just take it home and keep it for he next UK visit.
FYI - there is no dedicated 'International' terminal at MAN but 3 terminals handling a variety of intl and domestic arrivals.
Assuming she's coming in from FRA on LH - this will be Terminal 1.
