I would add Burgundy to your list for the finest dining. And include Wallonia. When you go to one of the top restaurants in these regions you are expected to dress reasonably well too. No jeans and sneakers at least. But you can still dine quite well at the lesser restaurants where jeans and sneakers are fine.
