My recollection is that the voucher is issued after the plane departs, along with any rerouting tix that I have negotiated unless it is a one-stop to the destination.
The flight had closed and the plane pulled away, but then returned to the gate for some other issue.
After another 20-30 minutes, a few passengers deplaned for unknown reasons at which point I asked the agent to put me back on. She did, and I ended up with both the VDB voucher and the same flight.
