I received 2 emails from Chase within a minute of one another ---- one which offered 2,500 BA miles for paying a phone bill with the Chase BAEC card, and the second that advised/encouraged paying wireless bills with the Chase Amtrak card, but offered no extra/bonus points.

I therefore understand the promotions to be targetted, and wonder if the OP may have overlooked this. I expect that the last four digits of their card appear somewhere in the email (perhaps in the E-mail Security Information at the bottom).
