Recall also, that in a PNR there can be many segments in addition to actual flying segments. So the total can be more than the 16 or so in this example.
For example, there are segments for waitlisted flights, hotel and car bookings, null segments to account for ground/other transport (aka open jaw or ARNK), and others.
Wish I could find my IATA manual to get a definitive max number.
