Mrs Flies is flying into Manchester in late August without me. She plans to take her unlocked quad GSM cellphone. Does anyone know if there is a Vodaphone or other cell phone kiosk outside baggage claim where she might be able to buy a prepaid SIM card? She will be arriving from FRA, so, I assume there's a specific international arrivals terminal. The alternative is for me to buy her a UK SIM here in the US from a reseller.

Yes, you can buy a SIM at MAN without probems. IIRC there is a vending machine dedicated to the task. The best option though is for her to restrain herself until she gets into the city itself where she will have a host of option that avoid airport pricing.
The UK is awash with places to pick up a SIM - either a proper vodafone/T-mobile/O2/three/Virgin mobile store, Carphone Warehouse, or any 'ethnic' newsagent. At the vodafone et all stores pay-as-you-go SIMs are often free - you just pay for the credit.
