Here is the scoop:

I contacted Amex Bank and found out for existing business and personal card accounts they can increase credit lines that are secured by either a deposit with Amex Bank or a bank guaranty/bank letter of credit. Any cardholder that wants to participate in this program would call the customer service number on the back of their card.
