Sounds like a SIM card with prepaid internet is exactly what you need.

SFR is probably your best bet pricewise.

Their shop will sell you a USB modem you can stick into your laptop (you insert the SIM card into you modem) if you need one, probably for under €40.

Or you can just use bluetooth or a USB cable to connect your laptop to an existing phone and use the service that way.
