Just wondering why BA use the system of 23kgs per BAG ok if on your own but if you're a couple/family etc on same booking why cant the weight be pooled? if one bag 25 and one is 5 it still means paying for a heavy bag even though you could in theory travel with 2x23kg, more weight=more fuel but no charge?!
Welcome to FT, I can't really answer your question but there will probably be a financial reason for it if nothing else, paying the costs of injured baggage handlers.
