I worked for a hotel chain for many years. On most occassions, I got inferior treatment and sometimes the worst room in the hotel. similar to you describe, stirctly because the staff rate was so low. Now, I stay at the hotel at the regular price, and love the difference.
I think that most of the points in your stay reflect housekeeping issues. But that because of your already poor treatment, you're more sensitive to other failings, and you've bundled the issues together.
I say forget the housekeeping issues in this complaint. If you want to proceed with the poor treatment and attitude that you feel is because of your low rate, do so on its own.
In my case, I had to suck it up. With the cheapest rate in the system, it was a trade off.
