did you Q at the help line? (e-chip passport help line or something like that?) i think they have removed the ''express lane'' sign a while ago.
i have personally comment about the ''express arrival'' to air nz with serval issues, and they phoned me to discussed about them, they said they are/will working on it with nz immgration...ect as the world rugby cup is coming next year.
i belived the limited resources is an issue, preheaps less officers picking on the passengers and more sitting at the custom desk and x-ray may help
