I may have solved the mystery: I asked at the desk this morning and discovered that because they upgraded me to a "club" floor (instead of me actually paying for the same) I was not entitled to breakfast in the "lounge" nor to use the wi-fi contained therein.
I had the same issue last week. Got upgraded to a club level room (floor 22) without entitlement for any additional thing. The staff was really nice and friendly but told me "that is the policy" for upgrades to a club room.
I remembered your post and asked them whose policy it is. They told me "starwood".
