The EXP desk just told me that the new policy is only for purely domestic itineraries. I was told, "We will look at your final destination when determining what fees will be charged." He specifically told me that 2 passengers, 1 flying JFK to MIA only and the other flying JFK to MIA then on to Quito would be charged differently for JFK-MIA segment. If this is all true, sounds like you will be ok, or least not subject to the new rules.
