Take-off to touchdown is about that time. Looking on FlightAware, t/o to t/d times on the DCA-LGA route have varied from as short as 27 minutes to around 45 minutes over the past couple of days. The taxi time, as well as how congested the patterns into LGA/DCA are, can add a substantial amount of time, but if the winds are blowing right and the airspace isn't crowded, a sub-30 minute Shuttle flight in-air is achievable.
I'm surprised at how many sub 35 minutes enroute times that were shown the past week or so. In my experience (I used to take the shuttle a lot, i.e. 1 RT/wk) it was almost always greater than 35 mins and closer to 40 on average. The pilots would say 35 mins, but it was rarely on that time schedule. FWIW, my experience is mostly on flights after 3PM. The numbers don't lie though...
