Actually you can - partially... As the say on their webpage:

"If you do not have sufficient Qmiles for an award ticket, only 50% of the required Qmiles for your award ticket can be purchased in blocks of 1,000 Qmiles at the rate of US$50 either online, or from any Qatar Airways office.

The purchase of Qmiles is non-refundable."
