Can the emergency exit row seat be preassigned to SE , E or *G members on say V class fares? Can these seats be purchased?

I'm *G, no AC status, and travelling on V class fare between HKG and YVR next week.

Flight looks chockers... otherwise I'll see if I can book one of those forward preferred seats on day of departure.
