No. Dining rights are separate to lounge access rights. It is for people travelling in the actual cabin only.
An Emerald card flying on OW would get you First lounge access but neither J nor F dining access. Your Emerald card not flying OW wouldn't get you anywhere, unless it's BA Gold in which case it allows you to enter BA Terraces/Galleries Club lounges only.
