Honestly, I would file a complaint with the Department of Transportation. Under the ADA (Americans with Disabilities Act), the airline is supposed to provide reasonable assistance (which would include assisting with a three-pound bag).
The airlines are specifically exempt from ADA (on the passenger side, they are not expemted on the employment side). I think you mean The air carrier access act.
