I think it only needs you to attach a 080 / 090 phone number to it only, no complicated alien card. I am not sure but may be a rented phone can do the job as well ?
Prepay SIM and Phone always need an alien card or sort of Japan identity afterall

I think you should get the SIM only option from their site, the PROS is that it is unlimited but the cons of speed lock. The no speed lock as I remember has something like 10 yen per minute / 266 yen per hour depending on the plan you use?
