A good friend was traveling with her two daughters, ages 16 and 18, to Mexico, along with several upper teen friends of the daughters. She and the 16 year old were not allowed to board because she did not have a signed document from her husband/father of the girls. She had to track him down at a beach volleyball tournament where he was competing to go to a notary and get the necessary paperwork.
