In the helpdesk biz, this is known as "feedback begging" and it's generally frowned upon as forces you to personalize your relationship with the agent, and this can be uncomfortable. Agents who ask for the rating in advance are trying to pump you for a higher rating. They may be getting bonused for better ratings, they may be on probation for poor ratings, etc. When you're asked for a rating in advance, ask for a supervisor.
