Completely agree.
As someone who has traveled extensively with their children (now 4 and 5 1/2), my then 3 1/2 year old put his feet on a woman's chair in front of him...while in first class!

I made him apologize immediately and watched him like a hawk...the lady couldn't have been nicer about it. If I hadn't done anything and let the behavior continue, however, I could see her getting really upset.
