While many first-time information requests should provide this information but don't, many do provide it, and many information requests from FTers with lots of posts don't. Newness isn't the sole determining factor.

Also, not every first post is a request for information. They're also "who I am" posts (often moved to the CommunityBuzz intro thread after being posted elsewhere), answers to questions about the newbie's geographic area, comments in focused forums such as Travel Photography, and so on. Requiring someone who posts helpful information about Paris or Philadelphia to tell us their preferred airline isn't useful.

Personally, I think FTers already do a sufficient job of asking these questions, usually in the first few posts after an information request that doesn't answer them. Some of us get a bit snarky, but that's the Internet for you!
