He ends by saying: あなたは消費者になってはいけない。生産する者になりなさい。
(Forgive my five second translation) "You mustn't become a consumer. Become a creator."
He may be partly referring to the act of waving one's hand at the screen... but he also compares iPad users to people in the 60s who were obsessed with radio-controlled cars, after that people who read comics on the train, etc. If you visit the Ghibli museum in Mitaka, there is a HUGE stuffed Cat Bus (from Totoro) that small kids can play on. There is a message from Miyazaki in that room that tells parents that pictures are not allowed, because if you are always looking at your child through the camera lens you will miss seeing your actual child and making a special memory together.
Watch his films and you'll see a strong anti-technology theme in many of them (I havent seen all of them, probably haven't seen half... but that theme is definitely there). This really doesn't seem at odds with the image that Miyazaki has created for himself thus far... whether you agree with him or not.
Think "masturbatory" not only as a reference to sex, but as a reference to satisfying yourself temporarily with something that is not "the real thing." I don't think he's trying to say that the users are perverts. Just that they are missing the real world and skipping out on the chance to create something themselves by obsessing over technology and software that others have created.
