Looks like they have the ILS and it is supposed to be installed in "at least 4 weeks". http://philippineairspace.blogspot.com/

I still can't find out if CX will have moved to T3 by Sept though. It makes a difference in which hotel we book for the last night before the 0600 flight since we have to check in around 0330-0400.
