As we have seen in other threads, agents do not always know the rules. If one looks at the relevant portion of the link above, these agents are clearly wrong with regard to the APD rate:
Where a passenger travels in the lowest class of travel on a flight from a UK airport that subsequently connects (see provisions outlined above and in section 4) to a flight where they are not in the lowest class of travel, then the standard rate of APD will apply.

Note that the "standard rate" is the rate that requires us to pay the extra. The other is the "reduced rate."
It's great if one can get the agent to
not charge the additional APD (we had a mistake in our favor once, and I certainly didn't tell them), but one should not try insisting if they are charged since the additional APD is actually due.
