I would not praise the departure of the APD until knowing that what replaces it will be lower than current. I would suspect that with it being a per aeroplane tax it could work out worse
I spoke today with a representative in the AA Executive Office on another matter, then raised the issue of the APD applying on a sticker upgrade of the US domestic portion of a 1-stop flight from LHR. She assured me it does not apply.
