Many airlines do precisely that. Altho usually the carry-on has to attract the attention of the GA to get weighed.

If it is too heavy they'll check the bag at the gate, and make you sign a waiver if it gets lost or damaged as you should have checked it in

To get around this I just take my notebook out and put it under my arm if I see the GA is paying attention to carry-ons.
