Is "A" class an upgrade award only for 2 class planes?

I read on the english galileo sight (where he links all the class listings -I believe from FEW MILES' sight) that A was a mileage or certificate upgrade from Coach to First on 2 class planes.

However checking 955 JFK-EZE on 15 JAN, I find A class availability and no C class availability.

I assume that the A class is also mileage/cert upgrade from business on three class int'l and that there are just no C class seats(upgrade from coach to business using miles/cert) available. Or is this somehow being sold as a two class flight and this is the upgrade award class?

Any help would of course be greatly appreciated.
