If the parents are not German and have no tangible relationship to Germany (as say Turkish immigrants living in Germany may have) the baby on LH446 has no chance of getting German citizenship. US and CA with a decent immigrant background and history allow dual citizenship and hand out citizenship to anyone remotely born on their territory. Germany is not an immigrant country and even the reform done in 1999/2000, although ground breaking, barely adjusted the rules in that respect.
