That is incorrect...

As the stopover changes the fare ie tax is added in now, the entire ticket needs to be reissued to correctly reflect the new stopover. Hence this is regarded as a reissue and the fee is collected to do so.

Agent who booked it but did not charge you, may have done so with the understanding from you that when you check in for your flight, the ticket may or may not issue the boarding pass and that you might pay for the reissue at the airport.

When in doubt, it is easier to always book a stopover, and then change it to a connection. True you would have paid the airport departure tax already, but it will still be cheaper than getting a reissue charge on it.
