I don't recall any time where use of upgrade instruments did not cause a liability for the airline to pay the higher rate of duty for that passenger. The airline isn't required to charge it to the passenger

I would not praise the departure of the APD until knowing that what replaces it will be lower than current. I would suspect that with it being a per aeroplane tax it could work out worse
