the german social policy has been changed under SPD/B90Gruen and wasammended under CDU/SPD government. Germany has, as many states now a mixture of Ius Sanguinis and Ius Soli.
In the embassy car example if, hypothetically one of the parents is german, lives longer then 8 years in Afghanistan and was born after 31.12.1999, the child is automatically not german unless it would have no citizenship at all.
